Ok does the E2200 oc as well as the E2160? also I forgot to mention that the mobo needs to be a matx for factor.
 
With both the 5000+ and the E2160 oc'd at say 3.0 ghz, will there be a better performance from Intel?
 
Yes there will be. I would try an e2200 w its 11x multi. But I've seen 100% oc's on e2160's before.

E2200 has 11x multiplier, so yes I think it easier to overclock it than E2160

And for the mobo, I think this one is good for you

Yes E2160 would perform better in most applications, if both are oc'd to 3.0GHz
