Hardware or Software problem?

Hi, My problem is I recently turned off my computer and it will not boot up anymore. Yes, I have tried installing a new PSU. Ground cables are installed correctly, Hard drive is installed correctly, And CPU heatsink is not loose. My computer will turn on for 1 second, and just die on me. After it dies, It continues to attempt to turn on. Can anyone help? Is it a hardware problem i need to fix? Or is it a software problem?
 
software would not cause a pc to not turn on...

however, can you explain this more clearly?

are you saying, you hit the power button, the pc lights come on, and/or beeps can be heard, then powers off....and then tries to power itself back on?

Or are you saying, you turn it on, bleep/bloop, nothing really happens but you hear harddrive noises? Do you see text at all on screen?

If I go by what you said initially, just sounds like you have a bad, almost dead, harddrive that isn't catching.
