The 9450 only has an 8x multi anyway, so to hit 4ghz you better have a dang good board that can handl 500fsb stable.

What board do you think will be good to OC the 8400? I plan on getting on the 20th or soon after. I might get a new board as well.

theres not gonna be a big overclock difference between the DS3R and an expensive x38

Only reason to go x38 right now is if you plan to crossfire, for the x16/x16 vs x16/x4 on p35 boards.

in fact P35 boards overclock much better than the x38 on average...

Price doesn't get low enough on quads for me. I'll settle with an ip35 Pro and e8400 when the time comes.
