USB External Hard Drive not detecting

Bossman is trying to connect his external 120Gb 2.5 IDE Hard Drive to his PC.
I tryied the USB Connection, and the light turns on, but the drive is not detected. I have drive this on all the USB ports
I connect the drive in my PC, and it works with out a problem.
There is nothing wrong with the USB as there is as lot of other devices connected too it.

Now I connect the drive via firewire on bossman's PC and it works.

Now Bossman has a crazy amount of USB devices on this PC.
1x Keyboard / Mouse
1x PDA sync cradel
1x Bluetooth adaptor
2x Chinese writing tablets.
1x Printer
1x USB hub.

Would it be possible to say that all this USB devices are drawing too much power?
 
could be bios setting
mine has 3 bios entries...I enable all for "just in case"
perhaps something similar here...maybe no legacy usb?

for reference...I have these connected all at once
usb kb
usb mouse
usb ext hd
usb printer
usb scanner
usb tablet
usb camera
