You can overwrite the data several times, but that's not 100%. If you use something like powermax or killdisk and run it several times you will have unrecoverable data. But that wipes the entire drive. Or you can just smash the drive with a sledgehammer a few times. That always works.
You would need something like mentioned above. There are delete appilcations out there that when you delete a file it overwrites the area several times in order to make it so that the file is unrecoverable. But this is only to the common apps available on the net. Any govt agency can still recover these files. Even after a reformat.
