Computer doesn't boot from cold

Every time I switch my computer on it does not boot, the screen is black the mouse and keyboard are unpowered, the HDD does read for about 10 seconds then that's it... until I press the reset button and it just boots as normal.

Ideas?

The only changes i've made to my PC recently is to add a couple more hard drives making 4 in total.
 
You dont have your psu listed in your specs. How old is it? Could be that its on its way out.
 
The PSU is a Antec Truepower 550, I guess its about 3 year old.

Edit: oh something else that may point to the PSU as a culprit: my CD burner only makes coasters, gives some error about power calibration.
 
The 5v rail is listed as being 4v in the BIOs, I know thats not always accurate but it can't be a good thing. :( One more reason to get a new PC I guess.
