My Phenom is only operating at 1.1Ghz?

I cannot seem to get my AMD Phenom 9500 to run properly. I installed it into the ECS A770 AM2+ Motherboard and got Vista installed. I then ran cpu-z to find it is only running at 1.1Ghz. Shouldn't the multiplier be at 11 and not 5.5? I have not tweeked anything this is all stock speeds or how it came. I cannot find anywhere in the bios to change anything but the bus speed but it should be at 200 i belive. Here is a pic... http://i139.photobucket.com/albums/q297/piedrunk/cpu-z.jpg
 
it could be AMD cool'n'quiet 2, which greatly throttles back the CPU when not in use to save power and reduc temps

run a cpu stress test on it then measure the clocks on CPU-Z

if it is still 1.1, then u may have a problem with the cpu....
 
Im new to the whole overclocking and cpu testing world. Is there a preferred software I should run for stress testing? Also should I disable the Cool and Quiet. Thanks!
 
yes its because Cool and Quiet is on. If i start to run something and have CPU-Z up it jumps to normal. Thanks!!!
