XP Pro SP2. Rebooting resets custom theme.

I downloaded a custom theme. It's a typical windows visual theme file or whatever. I barely had to do anything to install it. I just unpacked it from zip format and double clicked the file and it asked to apply from the display settings menu.

But when I reboot, I'm back to my typical XP looking start menu. I can install the custom one again no problem, but why in the world doesn't it show up upon boot?
 
go onto startup programs: start>run>type msconfig>startup and if it uses a program for example aston see if thats checked to startup
 
I don't see anything in msconfig that is related in any way to themes.
I also got uxtheme patcher. Before when I double clicked my theme icon in the extracted folder I keep on my desktop, the theme would load. Now that I've had uxtheme patcher, the theme won't even load. I get the reddish colors around the window border, but besides that it looks like windows classic mode.

So for the time being, I can't even get the theme to be recognized.

It's a Windows Visual Style File. Why can't I just locate the folder in which the other themes are kept and drop it in?
 
C:\Widows\resources\themes

Doesnt mean that putting the file there will make it work.
