Installing SQL 2000

Hi all. I just built a new Windows 2003 box, fresh install. The only things I installed after that was ASP.NET and IIS. Now I'm trying to install SQL server 2000. When I run the CD, it opens the first menu screen (Install SQL 2000 Server Components), then the next (Install Database Server), brings up a message about SQL 2000 not being supported on Windows 2003 (I click on Continue), then gives this error:

Setup Intialization Error.
Incorrect Function.
Source: E:\x86\setup\...\Upgrade\Res\1033\cldtcstp.rll
Target: C:\Windows\Temp\SqlSetup\Bin\cldtcstp.rll

I asked around the office some and our database guy thought it might be a permissions thing. I'm logged into the computer with the administrator account, and just to see what would happen I gave Everyone full control on C: and C:\Windows\Temp.

I've tried this joined to the domain, and joined to a generic workgroup.

The thing that puzzles me, I've had this running on another idential machine. Windows 2003 and SQL Server 2000. It worked great.

Anyone hear of this before? TIA!!!
