Buying a HDD Enclosure

I've been on Newegg.com and I've read horrible things from smoking controllers in enclosures to drives being fried. What I need is a dependable, durable external storage solution (backup, accessing frequently) for my desktop setup, and a dependable, durable external solution for mobile use (or technician use) with my Thinkpad. Should I go the HDD enclosure route or just get an external HDD (for the desktop). I don't want to spend more than 30 bucks on an enclosure, but I don't want an enclosure frying good drives. I'm on an EIDE setup (as I've had trouble dealing with SATA). Recommendations for 2.5 and 3.5 IDE enclosures are welcome.
