Dying PSU..? Insufficient PSU..?

friends (old) rig
mobo: ASUS p4p800 e-deluxe
cpu: pentium 4 prescott 3.0 ghz
video: RADEON X700
RAM: 1.5gb of generic PC3200 DDR1 RAM (2x 512mb, 2x 256mb)
PSU: generic 350watt psu... sticker says 16A on 12v rail

its having trouble playing pretty much.. anything we have!

could the PSU be the problem? or do you think one of the RAM sticks is bad?

I had similar setup before,(same cpu, same mobo, but 1x 512MB RAM PC3200, and a RADEON 9600SE) and somehow i managed to perform at about the same level as him

another friend is running a 2.4 ghz pentium 4 with a RADEON 9250 with 2x 512 MB generic PC3200 RAM... and outperforms the X700 build easily
 
There is this nice object, its really helpful and useful.

I believe it is called a, oh darn what is it! Oh yea, a Digital Multimeter, or DMM for short.

You can use it to test the output voltages and amperage of your Power supply..
 
Its most likely a program(s) running in the background such as a virus mentioned above. Another possibility would your Hard drive going bad if loading is very slow and data on the page file is slow to read.

I would replace the PSU any way with a higher quality one anyway. It may be the problem but the computer usually powers off.
