Need Suggestions

Well so far i have this towards my new build:
Fortron 400w psu
2x1gb Gskill Ram
2x1gb Crucial Ram (Im either going to use both or sell one)
ATI X1950pro

I need a os, processor, motherboard, and cpu cooler.
I would like to keep it as cheap as possible but i do want to oc my processor.
