I was wondering what determines whether or not you can use 2 different memory modules together. I remember running on 768 MB of RAM before but I don't remember how I picked out the RAM. Does this have anything to do with CAS Latencies or just memory speed and type?

just the type matters. as long as they are both ddr2, or both ddr then they'll be fine. You can run a pc2700 speed ram with pc3200 speed ram and it will work, but both ram stick will run at the slower speed of pc2700. Also your motherboard has to support it, so as long as it says it supports the speed then you're fine.
