I've asked so many technicians now. Nobody knows. One even came to look at it. It doesn't make sense... because the computer shouldn't of even started at the 220 voltage setting. I've finally come to the conclusion that its the motherboard and that it must be faulty. I'll do some testing on it and then send it back if nothing else works on it. Thanks everyone for your responses.
