Weird Connection Problem

I have a WEIRD Internet Connection problem. two weeks ego I moved to another place and ordered new DSL internet service from Time Warner. I have ordered a 15 Mbps down speed. What seems to happen is that if I go to speedtest.net and check my speed down speed doesn`t go up then 300K but early morning from 3am-6am when I check the speed it goes up yo 13-14 Mbps.
Time Warner Tech support came and checked everything and cable box in the basement and he didn`t find any problem with the cable. So I don`t know how to get that high speed during the day.
Does anyone had this problem or just me?

I'm inclined to believe it's not a dedicated line that's whats causing the difference

If this is DSL, it is likely congested trunks in the area during peak times.... it happens.... some deal with cable internet, only the other users on your node can use up traffic also. When you have a trouble, ask them if there is any congestion in their network in this area, and to verify that your bandwidth settings are correct on their end.
