What PSU will run my computer?

I've recently got a mate to build a new comp for me and I ordered a 550W psu, but the comp wouldnt boot up. I ordered a different one, and still no luck so I'm getting a bit frustrated now to say the least. It's currently running on an 400w ATX 12v 2.0 psu (if that means anything to anyone?).
My comp specs are:
LiteOn DVD+-R/RW/RAM 20x IDE Black - Drive plus Nero

Western Digital Caviar SE16 320GB S300 16MB

The other PSU that wouldn't work was:

Can anyone help - why won't the above work, and what ones will! The 400w is working at the mo, but wont power up my audigy 2 zs external box. I'm just confused as to why this PSU (400w) run's the comp, and with the others it wont even turn on. Especially when that gfx card need 450w or greater. Has is got anything to do with it being a Socket AM2 and not 775 or am I talking rubbish lol?
