Cannot Delete / Copy/ Rename Problem!!!

well i been gettin this prob lately and started to bother me like crazy.
whenever i download like a rar, zip (ect...) files and extract them, i cant delete/ rename nor copy the folder(or anything inside of it) and the rar. how to fix this?
(i am usin xp prof, nod32 (v 2.70.37) and IDM{always make sure to press "clear completed" button} )

make sure that in the file properties "Read-Only" is unchecked
