new monitor

hello,
i just picked up a used DELL E172FP flat screen 17" and it works great with the analog vga port but when i use the DVI to VGA adapter that came with my raedon 1650 on the dvi out put of my card (cable on monitor is vga) there is no signal.
any ideas?
