What OS? Vista you need Ultimate or a hacked version of Dreamscene and the Stardock Dreams.

In XP...no. You will have to find a 3rd party software to do it.
 
Animated Desktop or Animated Wallpaper would be my guess.
 
You don't need an external application to have a GIF as your wallpaper and still have it animated in XP... I just did it, and it works fine =\. You have to have Active Desktop turned on though, I think. I even did this on my Win98 machine, and I didn't have to have an external app.
