Well to check and see if your fans are exhausting or intaking, take a tissue paper and put it in front of the fan. That way you'll know that your fan is blowing the correct way so the air circulation won't be disrupted.

I think his main problem is just that he has his PC in a hole. You put it no your desk or something where there is cool air and a place for the heat to escape you should be fine.

i also live in australia and have experienced same prob. i have to down clock my cpu sum to get reasonable temps. i would say it got to with ur room temp which plays a vital part in operating temps. if ur room is in direct sight with the suns axis thing it can be really bad even if u got shutters. try cooling ur room
