I'd get a nice solid GPU and call it a day... If your not into boasting about FPS, then there really is no need to upgrade your CPU yet... I'd say go for a 1900XT(X) maybe even a PRO...

what he has left is a 4200+ single core.... but if he gets it near 2.8ghz (600mhz more) it wouldn't bottleneck the x1950xt or xtx... but for the gts.... i'd expect some bottleneck issues

pic up a 2900pro.. you'll be happy you did so! that is if you have a psu that could handle it... or even an 8600gts
