It would be much faster to go to Bootdisk.Com and put it on a flash drive.

his computer starts up to windows repair and crashes

anyways, you have to press certain keys to choose the boot drive/disk... not all mobos support automatic cd or floppy loading

So if I'm understanding this correctly, he can't boot to anything - even the Windows CD. And because using the Windows CD does not use the hard drive, I would deduce it does not need to be reformatted.
