preventing other users from installing programs

i am using win98 os , it is an office computer and many has access to it . how do i prevent other users from installing unwanted programs in my computer

is there any software that prevents other users from installing programs or ask for a password before installing any softwares

This is an old thread, but I recently found an app to do this. It's called Install-Block. Works just perfect on my old Win98 machine...
