Why does my computer RFUSE to boot?

Ok, I specs are in my sig, vcore is around 1.51v (idle about 21c) I run orthos for 5+ hours, everything is rock stable. But when i turn off the computer, and then turn it back on, either the monitor will not show a display, or the comp will turn on for about 3 seconds, then shut off, then turn back on again, and shut off, etc....wtf?
 
try underclockin everything just a little till it boots, or just underclock one thing at a time and see wat is to high
 
is it a potential problem (besides cpu getting too hot) that the vcore could be TOO high for a clock frequency? Say, my fsb was at stock, but my vcore was at 1.5v would that make it unstable or not really?
 
also, it seems when i restart everything is fine, but when i leave it off overnight, these problems will happen in the morning which means 1 of 2 things:

1) my comp is NOT a morning comp
2) something about the cmos battery being properly charged or something like that????????
