DirectX/Video Card Troubles

Borrowed MS Combat Flight Simulator 3 from a friend. Installed fine.

I try to run the program, after a minute or so of loading it pops up with a error message that I do not have DX8 or my hardware doesn't support it.

However I am running a decent video card and I have tried both DX8 and the newest version install with no avail.

Specs:
Dell Dimension 4900
MS Windows XP
ATI Raedon 9550 Video Card
1gig RAM

Never has gave me trouble with any game or software other then this one. Can anyone please give me some insight as to why I cannot play my game?

Try updating your video card's drivers.
 
hmmm....What I would do in situations like this, is reinstall the graphic card, reinstall drivers, and reinstall game. I know it's a hassle, but this is what I had done, to get some games working.
 
Anything more to it then just doing the Right click>uninstall in device manager?

I'll pull card out and put it back in aswell. then go for a reinstall
