First PC Build...please help..

ANOTHER PROBLEM!

CPU HSF isn't spinning! power on makes it move a little, (not even one full rotation), then it stops.

No obstructions...help?

edit: it seems to come on randomly. I just turned off the PC again by holding the power button, and it started spinning

Is it connected to the CPU_FAN slot? Try reconnecting it, or connect it to another fan header on the motherboard.

yup..except I can't boot to windows, since I was Dual Booting XP Pro+Vista and I gotta chkdsk and rebuild boot.ini
