order descends in level of annoyance (as some fans are "louder" but have a higher frequency which makes it even worse"
chipset > gpu > cpu > power supply > case fans
solutions for each:
chipset- get a passive cooler or volt mod the 3pin so it spins at 7 V instead of 12V
gpu- get a new cooler or download rivatuner and adjust fan speed to your liking
cpu- volt mod or get new cooler +/- fan controller
power supply- just pick a good one from the beginning or you void your warranty by replacing the fan
case fans- get antec tricools as i prefer them over s-flex, coolermasters, thermaltake cats, silverstones, etc
recommendations
passive chipset, passive gpu OR an aftermarket vga cooler, volt mod cpu unless overclocking -> then you get a tuniq (af7 needs to be vm in my opinion), hiper/seasonic/corsair/pp&c silencer psu, antec tricools or noctua's NEVER SILENX (outrageous pricing and misleading dB ratings)
