He was explaining that, if you wanted to overclock, it would be recommended to get an aftermarket cooler. Which is the HR-03, he was referring to. This wouldn't be necessary though, if the temperatures are not too hot.
sorry i was a little unclear. no, there is an extremely low chance of you messing something up permanently. evga sells both OC'ed and non OC'ed cards. i got mine from evga at stock speeds (575/900) and OC'ed it to 620/980. My card did get messed up once, but that was before I tried to overclock it so it was just defective. I RMA'ed it with no hassle and now I have my nicely overclocked one =)

I think what causes alot of the problems with heat and the 8800 GTX is that the card creates its own little heat pocket underneath it. This was the case with mine and I solved it by taking of the pci expansion slot covers off and zip-tying an 82mm exhaust fan to the opening. This dropped my temps by 10C load and ~15C idle.
what is differnece between the 'retail' geforce and 'oem'? btw, whats the difference between a more expensive evga gefore 8800gtx and the nvidia one shown herE?
