what is a good +12v rail
for a an average gaming / schoolwork pc

It all depends on hardware. Nowadays, Its low 20A to 30A general and 30A+ for gaming.

The Xclio Goodpower 500W would be a decent PSU for your computer.
Or, you can get this PSU. Antec TruePower Trio 430W PSU - With 3x 12v Rails 120mm Fan

I don't know why I love Rosewill so much, but the specs look good and it doesn't cost that much:

Newegg.com - Rosewill RP500-2 ATX12V v2.01 500W Power Supply 115/230 V CSA, CB, TUV, FCC, UL - Retail

Not bad for average gaming and general PC usage.

You know the quality of the power supply, by recognizing it's name. If it's a name that's not really known, it's suggested you go with a well known brand. Such as Antec True Power Trio models, HIPER Type-R models, Rosewill RP550 models, FSP (Fortron Source), etc..

I would go with the corsair 520, it seems to be the best with most reilability.
I wouldnt risk going for rosewill, its cheaper, but not everything had posetive reviews about it.
FSP is good, i've had it for almost a year and its never given me a problem.
