Best PC possible for $750 (with no monitor)?

Ok, I need to build the most powerful PC possible for $750. I already have a nice monitor, but the pc currently attached to it is quite a cripple. So, what better time to upgrade than now?

Basically, I just need to know the basics then.

Ram:

Virus/Security Software:

honestly if you dont have a big budget then you should resort to the "pther" method of gaining an os and virus because thats about 250 bucks alone right there
 
Aren't there issues with activation if you acquire and OS with "other" issues? Like getting service packs and the like?

thats the specs the cpu is not the greatest but its still a very nice deal for what you get
