PC won't start

When I go to press the on button, the PC seems to turn on fine, I just get nothing on the screen with the reset button ticking and flashing every second. Furthermore, I can hear a high pitch squeal from the power supply that I don't think I've noticed before. Prior to this problem, my PC would randomly reboot at times when it seemed a bit CPU intensive. Now my PC won't even start up at all.. no green light, fans don't turn on. Should I look into replacing the power supply?
Also, I just noticed the power supply fan wasn't working at the time.. but then again, I can't even remember if it was ever working in the 1+ year I've had it,
 
If the powersupply fan wasn't on, it very likely over-heated and fried. Time to buy a new one.
 
I replaced the power supply and it works perfectly now. Something smells a bit off, though. Nothing seems to be overheating as far as I can tell. Maybe it's just the new power supply warming up?
