Do mainboards have fail-safe modes

I'm needing to know do PC systems have fail-safe modes for such things as failing CPU fans. My friends PC won't boot up due to I think a dead CPU fan. It's an old AMD K7 850mhz. It powers on then turns off fairly quickly. His fan started dying recently been noisy and all.

Current motherboards should shut off, if they see the CPU go over a certain temperature.

That should be the Shutdown or Warning Temperature. If you have that enabled in the BIOS, the computer will shutdown automatically once it passes the Shutdown temperature.
