I'm building my first computer, and i have everything hooked up... but when i turn it on, it comes on for less than a second, turns off, turns back on and repeats

I've tested the power supply, but jump starting it, and it seems to operate fine. Now I just can't say for sure whether it's the motherboard or the processor.

I'm thinking it's the processor, because I noticed today that the heatsink pins weren't completely in. but before i send it back, i want to make sure.

does anyone know a good way i can test other having another mobo or processor handy ?

What do you mean by the heatsink pins weren't completely in? As in you didn't seat the CPU properly, or as in not seating the HSF properly? Did you connect the 4 pin CPU power connector?

heatsink pins?

make sure your Power supply has enough power to run the computer (300watts minimum)
