Black Flash When Windows Starts

Hello, there is a black flash for a second every time I log into my account and when I'm in desktop. This problem continued since the day I built this computer. I'm guessing it's the graphic card or its driver's problem because my screen went all black few hours ago when my windows started and when I logged into the desktop so I had to go into safemode and reinstall my graphic card driver which fixed the problem but the black flash for a second still continues. Thank You.

-Radeon x1650 pro ddr3

Its the Catalyst Control Center starting up, completely normal.

oh I never knew that. Does it happen for every catalyst control?

yup, you are correct. I uninstalled the driver and enetered desktop with no video driver and there was no black flash (rebooted 3 times). After I reinstalled my video driver, the black flash started again.
