Underclocked?

Please Help
I have a system I believe it's underclocked; When my PC starts up, the screen says 2GHZ. I tried going into the BIOS, but I don't have a clue as to how to clock my system so that I will have a 3GHZ CPU...
I am using an Intel Pen 4-3Ghz/8 CPU FSB 800MHZ, 512K Cache on a MSI motherboard PM8M-V.

well when the system starts, it usally starts at a lower clock speed so it be stable and work its way up. Too relaly make sure use CPU-Z because the computer has been running long enough to find a stable speed.
 
I ran downloaded cpu-z into my PC and also ran it. It just gives me the info of my cpu, type of mother board....but the cpu speed is the same as before which is 2ghz

ok...the multiplier of my system is x20
bus speed 11Mhz, Rated Front side Bus 400.MHZ
specification is Intel(R), Pentium(R) 4 CPU 2GHZ isn't supposed to be 3GHZ CPU?
I am having a Pen 4-3GHZ processor

You said that your cpu had a Front side bus speed of 800mhz but cpu-z is saying that your ((Rated)) bus speed is 400mhz have u been sold a dummy ??
