Do you guys think the 1.83 C2D processor, with a ATI X1950 would be good enough to last then ? or should i bump up to 2.4 ?

I never have overclocked anything, nor do I really intend to.

If you get a C2D, it's like a must to overclock. C2Ds really show their true colors, when overclocked. Plus you get so much of a free performance boost, through overclocking. The e6320, I think you're referring to is a great choice of C2D. It can overclock to the 3.0GHz range, and rival it's more expensive brothers, like the x6800.

Yes also if you get the P35 DS3 not the 965 then you may be able to get it up to ~3.6 like sora if your lucky. Please consider overclocking it is so worth it and if you do a little bit of research and you do not go ultra crazy then it is near impossible to break the chip.

It's impossible to kill the CPU, unless you're stupid enough to shove 1.6-1.8 volts down it's throat. In the event you've overclocked too much, it will just shut down, to prevent and protect itself from further damage. Overclocking is totally safe.
