As for the best, don't take my word for it. I know it is a highly recommended gpu cooler across these forums and adding a fan only makes it better.
 
You might want to try slapping some as5 on your chip with the stock cooler and see how it does. (although make sure you clean off the chip and sink with rubbing alcohol) it lowered the temp on my 8800 from 70 idle to 58! just fyi this will void your warrenty but since your installing an aftermarket cooler i guess you know that.
 
Ah yes, I am going to scratch my original post and second that of Raknor for a great option. It will lower your temps, and if its not enough for you then go all out on a heat sink. As for a fan for that thing, they work natively with a 92mm but I saw somebody use zip ties to attach an 80mm.
