uninstalling program, just read!!!

hi guys
just to get it straight i know how to uninstall programs but my question is there are multiple users on my family friends pc and when i try to uninstall the program on a users account it says "first you need to go into all the users that are using the program and close it" isnt there an easier way

Just make sure you are the only user logged in then no one else can have the program running.
