E6420 running slower than stock speed?

Hi,
I've just built my computer. But my processor Core 2 Duo E6420, but it's only running at 1.6GHZ and the stock speed is suppose to be 2.13GHZ.

Why is it running slower than 2.13GHZ, is there any way to increase the speed without overclocking?
my computer specs is in my sig.

check the multiplier in the bios. it should be set to 9. also some mother boards support an option that allows c2 duos to underclock when not in use. what are your full system specs, and what programs are u using to asses speed, check your cpu temp as that might have some effect as well

My system specs:
GIGABYTE GA-965P-DS3 (rev. 1.3)
Intel Core 2 Duo E6420 Conroe 2.13GHz (1.6GHZ Current)
EVGA GeForce 8800GTS 320MB
G.Skill 2GBHZ DDR2800
Seagate 320GB Sata HD
Rosewill RP550

I used CPUZ and PC wizard to check the core speed. They both display the same at 1.6GHZ

According to CPUZ the multiplier currently only at x6 and sometimes it go up to x8 for like a second.
How do i increase the multiplier in the bios?
