installing windows on new computer problems?

I just assembled a new computer. It's a new machine obviously without op system or internet connection, or virus protection. I haven't installed windows for a long time so I am wondering:

Can you install xp or the newer one without an internet connection on a new machine? Can it run without some kind of registration over the net? It's one of those chicken or the egg questions. I'm thinking about all the security issues that windows is dealing with.

Windows XP can be installed without internet or network. You can activate Windows over the phone if the internet option isn't avaliable. Don't be afraid about viruses when installing Windows because you won't get any.
