log off option in xp shuts computer off

i just finished building my new comp w/ xp. it's all updated, configured, and ready to go. there's just one thing. when i wanna log off and just keep it at the log on screen....it just re starts! i try to use the switch user option too but it just goes black for a bit then back to the log on screen asking me to log back on but i can't. does anyone know what's wrong w/ this?

Double check your power settings in Windows.

okay....done....but it still happens. i don't think there's even a setting to control something like that. any other ideas?
