It looks like it will fine tune everything not just the card, is this correct? If I do this and it does overclock everything will I need extra fans / heatsinks or will it only overclock to the point that my stock cooling can handle?

I'm pretty sure that'll fit all 8800 cards, and is rather good.

That actually isn't compatible with GTX's. This one is made specifically for them though:

I'm skeptical on the system he has. How can you buy all that, and not have a camera. That doesn't make sense. I also asked if he could just give us a CPU-Z screenshot, of his overclock or anything. And he said he's still overclocking...so what...

How would I mount that to my card though? It already has a heatsink and fan covering the whole side of it...

You would have to take off the stock heatsink and fan, in order to mount that.

But that cooler, does not support the 8 series.
