I rekon this will do you well:

Q6600
Asus Commando P965 (One of the Best clocking boards out)
x2 2GB sets of Cellshock PC6400 4-4-4-12 Micron D9
x2 Seagate Barracuda 500GB (RAID0)
eVGA 8800GTX 720MB (All that is needed for 19")
Tuniq Tower 120
Corsair HX620 Really dececnt PSU for your money
NEC AD7170AS 18x18 DVD Writer SATA (get 2 if needed)
Asus 19" Wide LCD

That comes to £1616.66 so theres always room for expansion on the Hard Drives and RAM if needed. That will be one awesome overclocking rig and will seriously kick some A$$!

The only 8800GTX that I know is 768mb, not 720mb.

Never heard of Cellshock memory. But I would suggest G. Skill instead.

And 8800GTX needs a screen bigger than a small 19". More like a 22" or bigger, is needed for an 8800GTX. For a 19" the 8800GTS 320mb is enough.

IMO, I think the DS3 and P5B Deluxe are better overclockers.

I got mixed up between the 320 and the 768mb ... Whoops!

few limits tho biggest monitor 19"(dont know bout widescreen (benifts etc))

Hence I showed a 19" Wide - I would still get the GTX as my GTS still struggles in some games with the maximum settings - so a GTX would be more futureproof.

The G.Skill HZs are pretty hard to come across in the UK - CellShock is very good memory and gets very good ratings and it has the same ICs as the HZs anyway.

Oh....I didn't see that he can only take a 19".

But a GTS 320mb or 640mb is more fitted for a 19". If you're getting a GTX, you should get a bigger screen.

I think the reason your GTS is struggling on max, is your RAM and CPU.

Not necessarily. Some games would benefit from a GTX even as 12x10, and as newer games come out, the GTX will be more and more necessary at 12x10. He is looking for a "monster build" after all, and said he is limited to a 19" monitor.

I guess so. The DX10 games did slow down the GTX at high resolutions. He should go widescreen though.
