Sceptre Monitor makes annoying low-pitch noise when turned off....?

I have a Sceptre 22" Monitor, when I turn the power off, the monitor makes a very annoying low-pitch noise that last for maybe 20 minutes, and then fades away. When I turn my PC off at night I end up having to pull the plug on the monitor....what is causing this?

residual charge in the components you could short circuit it using a light bulb or something so that the charge gets quickly used by the bulb afterwards also it gives you a chance to mod your lcd to match it to your case
