power supply testing

hi,
I bought all the parts for this new PC and I just finished installing it. I pressed the power switch and the PC did not start. I want to know where the problem is exactly. Is there a way where I can check if its the power supply or not?

I did try to look for any indicators on the mb (light or anything) that would show a current, but I had not luck.
 
if its intel, did you plug in the four pin square connector?
is the power switch correctly installed?
 
easiest way to check if its the psu. unplug the psu from the motherboard completely, but leave cd drives, hard drives, and fans plugged in. take a paperclip and on the big connector that connects to the motherboard, near the clip (holes facing towards you) there is a green wire. with the paperclip, touch the green wire to the black one next to it, and if the hdd's spin up, then its not the psu, if they dont, its the psu.
