For me its F10 to go to setup menu and Esc to go to boot order

Did you get the recovery option? if you did try it and you should see the option to reinstall Vista.

Nope. getting to the disks is not an option. There has to be a way that I can open msconfig from command prompt isnt there a way?

can you load safe mode with command prompt?

if so then type:

start msconfig

should work, otherwise you're left with the options already stated.

Edit: I suppose you have tried "last known good config"??
