hooking up tv to pc...

ive got a s-video to rca cable but the problem is that when i plug them in i get no colour as well as i get a water fall effect with the picture on one tv and on another it just keeps going down
do i need a certain driver for it or something?
i heard i might have to set up something in properties but i havnt found out anything about that XD
