I would go for the pentium 4, depending on what socket it is. While its tru that the sempron would give u better gaming (even there, only marginaly), the pentium is pretty robust, and in my experience, are ok overclockers. Not teh best, but ok.
No sempron is not better for gaming
Just look at the comparison between Pentium 4 3.0GHz and Athlon64 2800+

Remember that Athlon 2800+ run at the same speed of sempron 3200+ but it has more cache memory.
I assume that sempron and pentium4 perform on par in gaming but Pentium4 performs better in applications
