I would still go with the froton 450w you picked out earlier. Its an awesome psu and all your gaining from the other psu is more amps on the +5v rail which you don't need. Also can you down grade to a 160gb HDD (still with 16mb cache) or does he need the space?
If you go with the froton 450w and 160gb HDD, you might be able to get a 2x1gb set of memory. You will see better preformance with games if you do. If you still can't, consider the e4300. Its still a good proc that can overclock just as good as the e6300 with a higher multiplier. Just trying to see if i can get a 2x1gb set in your budget. Go with some g.skill ddr2-800 ram if you do to help out with overclocking.
