is this a good 19" moniter?

That Samsung is quite good. I have the non-widescreen version of it. I would opt for the Samsung, based on personal experience.

As well, if you look at the specs of it you'll be quite amazed. For example, 1000:1 contrast ratio and 4ms response time!

If you haven't seen a 19" widescreen in action, I recommend that you do before you buy. I was split between that Samsung and the non-WS version, but decided on the non-WS. This is because I found the height of the 19" WS to be too short.
 
I have heard that that particular Samsung model (941BW) is one of the best available. Personally, I'd go for a monitor with higher resolution capabilities, like 1680x1050. Samsung makes a great monitor regardless. I've opted for the 20" widescreen 2ms Samsung model, but for the money, the 941BW is a great buy.
 
I have to get the WS version because it is newer technology, but i went to see a 19" widescreen today, it seemed to be fine, execpt it was runnining some vista presintation
